ILPA has issued the below briefing in advance of the Bill’s Second Reading in the House of Lords on 2 June 2025. Our briefing concludes:
“This Bill provides a distinct opportunity to fully embrace compliance with the rule of law and protection of our human rights, rebuild our reputation as a leader in the international rules-based order, and rebalance the scales by ensuring that fairness is not sacrificed on the altar of efficiency. While we appreciate the intention behind many of the measures, to safeguard lives, and we welcome the repeal of prior legislation, this Bill simply does not go far enough. It retains far too much of the underlying, problematic legal framework which creates the risk of human rights violations.”
