ILPA submitted the below evidence to the Secondary Legislation Scrutiny Committee on 26 October 2026 regarding the new validity requirement for the Victim of Domestic Abuse route introduced by Statement of Changes to the Immigration Rules HC 584 of 3 September 2026. Under new rule VDA 1.4, applications that do not meet the core eligibility requirement can be rejected as invalid, which removes the right to administrative review and leaves only judicial review. The submission points out that the Explanatory Memorandum and impact assessment do not address this effect, and asks the Committee to seek an explanation from the Home Office.
